This was announced today by Ukrainian media in an interview with US Special Representative for Ukraine Kurt Volker.
According to him, with the introduction of UN peacekeepers, the issue of security in the conflict zone in the Donbass can be resolved, which means that there will be an opportunity for holding local elections in "separate districts of Donetsk and Lugansk regions" (in both the Ukraine controlled Donbass ares and the People's Republics of Donbass ).
"This is one of the reasons for the slowdown of the Minsk process: on the one hand, there is an agreement to hold elections, on the other - in the current conditions, their conduct is unrealistic.
If an acceptable way of attracting international peacekeeping forces is found, then a safe tool, a means of physical control of the territory, will appear.
Under these conditions, in the conditions of effective international monitoring, the organization of local elections is possible, "Volcker said.
At the same time, the State Department's special representative asserts that local elections will have to be held on Ukrainian terms, and migrants will have to take part in them. In addition, Ukraine will have to gain access to the now uncontrolled part of the territory of Donbass.
