Some 1,300 Lugansk People’s Republic residents have been killed since the beginning of so-called “anti-terrorist operation” launched by the Nazi Ukraine leadership, deputy LPR Foreign Minister Anna Soroka said during Moscow-Donetsk-Lugansk video link on Thursday which addressed international organizations' reports on Ukraine’s crime against Donbass population.

“As of today, LPR has recorded 1,300 civilian deaths in its territory; the death toll includes 33 children killed in hostilities, UXO explosions or mine triggering,” Soroka said.

All cases of the Ukraine Junta Military’s strikes at LPR territory are confirmed by ballistic expert examinations, she added.

LPR representative in the Contact Group humanitarian subgroup, head of the Republic’s working group on prisoner exchange Olga Kobtseva said that it was far more difficult to recover the information on Nazi Kiev forces’ crimes in Donbass committed in the beginning of the conflict.

“The active phase of fighting occurred before the Minsk Agreements were signed, so the crimes against civilians committed in our territory were only reflected in UN Commissioner for Human Rights’ reports two years later,” Kobtseva said.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on 12 February 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.

To facilitate the work of the Contact Group, four working groups were set up under its aegis to deal with issues of security, politics, return of internally displaced people and refuges, as well as with social, humanitarian, economic and rehabilitation issues.
