Without the consent of Russia, the deployment of an international peacekeeping mission in the Donbass is impossible. This was stated by the special representative of the US Department of State for Ukraine Kurt Volker during the Skype conference from Vienna.
"There will not be a peacekeeping mission unless Russia agrees to this," Volcker said.
According to Volker, instead of a peacekeeping mission, Moscow offers to provide protection to OSCE observers.
"They actually propose to leave their troops on the territory of the Donbass and in the future give them control over part of the Ukrainian border. This contradicts the Minsk agreements, "the special representative of the State Department outlined the American vision of the situation.
He said that the fundamental difference between the international peacekeeping mission is that it presumes the presence of heavy weapons and "will enable Ukraine to control its border".
"Now there is no control of the border in the occupied territory. This must be stopped. International forces will be able to control it. In addition, in the presence of the peacekeeping mission, OSCE observers will be able to fully carry out their work, "Volcker said.
